PROPOSAL INFORMATION(ID No: 1167)
The working out of new medical and psycho-physiological technologies of Antarctic expeditions participants’ health and efficiency preservation (HPA (Health protection in Antarctica))
Outline
States, which carry out investigations in Antarctica, obligatory fulfil National Programmes of measures on medical and psycho-physiological accompaniment of Antarctic expeditions. However, the final success in solution of problems on morbidity, appearance of “Antarctic syndrome” symptom complex, establishment of psychological “climate”, hypoxias manifestations among participants of Antarctic expeditions is not yet reached. At the Academic Vernadsky station the expedition members work for a long time under conditions of complex influence of a number of extreme factors of the environment, which provoke the exhaustion processes of organism adaptation reserves and also have a negative influence on the state of health. Therefore, the aim of this work is to improve medical and psycho-physiological accompaniment of Antarctic expeditions on the basis of elaboration of new therapeutic-prophylactic technologies, methods of prediction and rehabilitation. The number of tasks includes: • working out of additional medical and psycho-physiological criteria of estimation and control of Antarctic expeditions participants’ state of health on the basis of involvement of new diagnostic technologies; • working out of new technologies on the man’s organism adaptation ability to Antarctic conditions using special regimes of psycho-physiological, hypoxic and electromagnetic training; • working out of genetic criteria (on HIF- factor allele polymorphism) of predictions of man’s adaptation ability to Antarctic conditions; • working out and introduction of new bio regulation technologies as a medico-renewal means during desynchronise and disadaptive disorders of a man in Antarctica; • improvement of medical and psycho-physiological accompaniment of Antarctic expeditions by means of working out and introduction of recommendation propositions.

What significant advance(s) in relation to the IPY themes and targets can be anticipated from this project?
The project includes the working out and introduction of new medical, genetic and psycho physiological technologies of preservation of man’s health and efficiency under conditions of Antarctica that will allow conducting a high-quality fulfilment of national Antarctic scientific programmes. The working out of new technologies of Antarctic expeditions medical and psycho-physiological accompaniment can be taken into account when forming standards of International system of man’s health protection in Antarctica.
What international collaboration is involved in this project?
The collaboration with scientists from Russia, Germany, Poland, Austria and other countries is envisaged.
FIELD ACTIVITY DETAILS
Geographical location(s) for the proposed field activities:
The investigations will take place in the region of Argentina islands and Shetland islands.
Approximate timeframe(s) for proposed field activities:
Arctic: n/a
Antarctic: 12/2006 – 02/2007 12/2007 – 02/2008 12/2008 – 02/2009
Significant facilities will be required for this project:
The project may be performed in the limits of regular Ukrainian Antarctic expeditions; joining to the resources of other projects.
Will the project leave a legacy of infrastructure?
There will remain methodical recommendations.
How is it envisaged that the required logistic support will be secured?
Consortium
Own national polar operator
National agency
Has the project been "endorsed" at a national or international level?
Yes - The project has been endorsed at national level – the Agreement “Investigations of reorganization of psycho physiological, cardio-respiratory, haematic and genetic mechanisms of man’s organism oxygen provision regulation under conditions of long-term Antarctic expeditions” between Ministry of Education of Ukraine and Institute of Medicine and Work of Ukraine, Bogomoletz Institute of Physiology of Ukraine; in accordance with the State Programme of Antarctic research for 2002 – 2010.
PROJECT MANAGEMENT AND STRUCTURE
Is the project a short-term expansion (over the IPY 2007-2008 timeframe) of an existing plan, programme or initiative or is it a new autonomous proposal?
Yes
The project has been endorsed at national level – the Agreement “Investigations of reorganization of psycho physiological, cardio-respiratory, haematic and genetic mechanisms of man’s organism oxygen provision regulation under conditions of long-term Antarctic expeditions” between Ministry of Education of Ukraine and Institute of Medicine and Labour of Ukraine, Bogomoletz Institute of Physiology of Ukraine; in accordance with the State Programme of Antarctic research for 2002 – 2010.
How will the project be organised and managed?
The project will be implemented by the researchers of Bogomoletz Institute of Physiology and Institute of Medicine and Labour, Ukraine; the management will be conducted by the inter-department laboratory of medical-biological problems in Antarctica.
What are the initial plans of the project for addressing the education, outreach and communication issues outlined in the Framework document?
Research results will give base for creation of legal documents, students’ diplomas.. Obtained results are presented in lecture materials and published materials. All contacts are welcome.
What are the initial plans of the project to address data management issues (as outlined in the Framework document?
The project will allow developing methodical recommendations open for international use.
How is it proposed to fund the project?
The project is going to be financed by the national agencies and possible additional financial sources that will bring the project to a better level of performance (better man’s health protection in Antarctica).
Is there additional information you wish to provide?
None
