PROPOSAL INFORMATION

(ID No: 312)

Finnish Antarctic Research Programme on Polar Climate Change  (FARPOCC)

Outline
The work in this project will continue the long term commitment of FMI to Antarctic research, which in the past 16 years has grown to a comprehensive scientific program covering the key issues of climate change. The long-term ozone sounding program at Marambio, Antarctic Peninsula, has become one of the key data series in Antarctica in following up the effects of the Montreal treaty. The scientific utilisation of the results from the UV monitoring started in 1999 within the Academy of Finland funded project (FAVOUR) will be further widened in this project. The new measurement programs of UTLS water vapour, AOD and isotopic abundances will significantly contribute to the understanding of atmospheric processes in polar regions. Data on the Antarctic sea/ice albedo variability and trends will be produced. The new generation of satellite instruments onboard Envisat, Odin and EOS-Aura, in which FMI scientist have been keenly involved will greatly add to the existing information on chemical species distributions having significance within and beyond this project. The data handling part of the project consist of wide range of analysis tools adopted and developed at FMI, which include statistical and meteorological analysis tools, trajectory box modelling, 3D-stratospheric modelling (FinRose-CTM) and chemical data assimilation (FASP). The new observational data will be used to gain a wider insight about the ozone build up period in the Antarctic winter stratosphere and interaction between ozone variations and vortex dynamics. New methodologies will be applied to understand the causes for the deficiencies in the current chemistry-transport models by identifying the key controlling factors, and hence to improve the ability of models to accurately describe the stratospheric processes, which are of importance for understanding the future impact of the climate change.

Theme(s)   Major Target
The current state of the polar environment
Change in the polar regions
  Natural or social sciences research

What significant advance(s) in relation to the IPY themes and targets can be anticipated from this project?
From the point of view of the IPY themes, our work is related to two themes, i. Theme 1 The current state of the polar environment and Theme 2 Change in polar regions. Our work focuses on the both polar regions. Our main objectives will be:1) to ensure the continuation of the valuable and internationally recognized long-term Antarctic ozone sounding and UV data series that have been produced by a research team within international scientific cooperation and 2) to improve the understanding of the future impact of the climate change on polar regions.

What international collaboration is involved in this project?
Finland, Argentina, Spain, USA, Russia

FIELD ACTIVITY DETAILS

Geographical location(s) for the proposed field activities:
Sites of research: 1. Finnish Meteorological Institute a) Arctic Research Centre (FMI-ARC) b) Earth Observation, Aeronomy (FMI-AER)c) Climate and Global Change, Fine Particles and Climate (FMI-FPC) 2. University of Helsinki, Department of Mathematics (HY-Math) 3. Co-operation partners with significant contributions: a) National Meteorological Service of Argentina (SMN)b) Observatory of Izaña, Instituto Nacional de Meteorologia, Spain (INM)c) University of Montana, Missoula, Dept. of Mathematical Sciences, Prof. Leonid Kalachev 4. Measurements in international co-operation made at a) Marambio (ozone, UV and aerosols)b) Ushuaia (UV)

Approximate timeframe(s) for proposed field activities:
Arctic: 2005-2008, continuous
Antarctic: 2005-2008, continuous

Significant facilities will be required for this project:
Existing field stations in Marmbio and Ushuaia; Arctic Research Center in Sodankylä; Observatory of Jokioinen, Finnish Meteorological Institute

Will the project leave a legacy of infrastructure?
The infrastructure exists since several years and will continue existing in thefuture; IPY can strengthen the legacy of the existing infrastucture

How is it envisaged that the required logistic support will be secured?
Own national polar operator
National agency
Own support
Other sources of support

The logistic support at both polar regions will continue similarly as previously

Has the project been "endorsed" at a national or international level?
Yes. Our project has been internationally evaluated to gain national funding from the Academy of Finland for the years 2005-2008. The project is endorsed by the Finnish national IPY committee.

PROJECT MANAGEMENT AND STRUCTURE

Is the project a short-term expansion (over the IPY 2007-2008 timeframe) of an existing plan, programme or initiative or is it a new autonomous proposal?
yes

The FMI Antarctic research project has existed for more than 10 years. During 2005-2008 the work with ozone and solar ultraviolet radiation research continues, and will be widened to include measurements on

How will the project be organised and managed?
According to our existing research plan excepted by the Academy of Finlandand according to the existing international co-operation.Project leader - Prof. Esko Kyrö, Arctic Center

What are the initial plans of the project for addressing the education, outreach and communication issues outlined in the Framework document?
For the project, we have study plans of 8 scientists who will pursuit postgraduate studies. We have prepared a publication plan both for the project, and for the persons pursuing postgraduate studies.

What are the initial plans of the project to address data management issues (as outlined in the Framework document?
Ozone data will be available and used for, e.g., the WMO ozone bulletins. Antarctic UV data available via INM, Spain. All data will be available at requestfollowing our general data protocol terms.

How is it proposed to fund the project?
We have national funding for FARPOCC for years 2005-2008, from the Academy of Finland
