PROPOSAL INFORMATION

Reconstruction and reorganization of network for observations and measurements of meteorological, radiation, aerological, and sea level in the Russian Arctic  (Arctic network for meteorological observations)

Outline
1. Realization of actions, directed to modernization and reequipment of network of meteorological polar stations in the Arctic, including the retooling by modern complexes of sensors and data proceedings for fulfilment:- standard meteorological observations (8 times per day);- radiation measurements of all characteristics of radiation regime (direct, global, diffuse, and reflected solar radiation, radiation balance, 6 times per day);- radiosoundings (at least 2 times per day);- sea level measurements.2. Creation of compete historical databases of meteorological, radiation, aerological, and sea level measurements on selected stations.

What significant advance(s) in relation to the IPY themes and targets can be anticipated from this project?
It will be improved: the quality of meteorological observations in the atmospheric surface layer and free atmosphere, characteristics of radiation regime of atmosphere and underlying surface, and sea level; increased area, covered by observations; continued interrupted multiyear dataset of observations, allowing to estimate climate variability in the Arctic; the system of environmental control and warnings of dangerous atmospheric and sea level events.It will be obtained accurate information about modern state of polar atmosphere and its variability (daily to interannual), including estimations of main thermodynamic characteristics of polar atmosphere and radiation regime in relation to determining external factors.

In framework of planning cooperation of Rosgidromet (Russia) and NOAA (USA).

FIELD ACTIVITY DETAILS

Geographical location(s) for the proposed field activities:
Arctic polar stations Jokhov Island, Cetyreh-Stolbovoj, Wrangel Island, Cotelny Island, E.T. Krenkel station, Cape Cheljuskin, Tiksi. The modernization of sea level network on the continental and island shores of the Barents, Kara, Laptev, East-Siberian and Chukhi Seas.

Significant facilities will be required for this project:
Reconstruction and modern equipment for polar stations. Modernization of network of sea level measurements will require to creation of about 30 autonomous hydrological pickets, measured and transmitted data about sea levels and water temperature.

Will the project leave a legacy of infrastructure?
YES - The reconstructed and created network of polar stations and pickets will work after IPY.

How is it envisaged that the required logistic support will be secured?

Creation of modern network will be fulfilment partly in framework of joint program of Rosgidromet (Russia) and NOAA (USA). Existing equipment and PI involvement of individual agencies.

YES - Further details: the project is supported by Rosgidromet (Russia).

PROJECT MANAGEMENT AND STRUCTURE

Is the project a short-term expansion (over the IPY 2007-2008 timeframe) of an existing plan, programme or initiative or is it a new autonomous proposal?
YES

The project is the part of planning activity directed to restoration of observing network.

How will the project be organised and managed?
The project will be carried out in framework of planning by Rosgidromet (Russia) activity, directed to the restoration of the Russian observing network and, partly in framework of program of collaboration of Rosgidromet (Russia) and NOAA (USA).

What are the initial plans of the project for addressing the education, outreach and communication issues outlined in the Framework document?
Graduate and postgraduate students from AARI (FAL and OSL), Sankt-Petersburg State University and Russian State Gidrometeorological University will take part in the project.

What are the initial plans of the project to address data management issues (as outlined in the Framework document?
Obtained experimental and historical data after data proceeding will be transferred to World Data Centres and other specialised (eg AMAP) centres.

How is it proposed to fund the project?
The funding of the project is planning in framework of Rosgidromet programs with possible attraction of funds of other countries
