Experimental investigation of atmosphere-surface interaction in polar regions  (Experimental investigation of atmosphere-surface interaction in polar regions)

Outline
During realization of the project is planned to solve the following tasks: measurement of under-surface and under-ice atmospheric layer structure; research of physical properties of various surfaces in polar regions; development and improvement of the equipment and technique of polar experiment; creation of energy balance characteristics data base with use of various regional polar experiments data; determination the values of the exchange coefficient in the aerodynamic bulk formulas and the surface roughness parameter in respect to the type of the surface and meteorological conditions in the polar regions.; approbation the parameterizations in climatic models. The investigations will be carried out both in Southern, and in Northern polar regions.

What significant advance(s) in relation to the IPY themes and targets can be anticipated from this project?
The data securing, necessary for estimation the role of sea and continental ice during interaction of atmosphere and surface, accumulation of the data about structure of ice cover and processes of its formation. Development of parameterizations for climatic models.

What international collaboration is involved in this project?
Cooperation with IARC (USA) in Laptev sea investigations; cooperation with NPI (Norway) in works on Northern Pole Station; cooperation with University of Colorado (USA) in data base creation; cooperation with IFA CNR (Italy) in carrying out Antarctic expedition. Coordination of researches with other IPY projects and national programs providing realization of research in the Central Arctic Region and coastal areas of Antarctic Continent.

Significant facilities will be required for this project:
Special organizational resource it is not required. The work is made in structure of working infrastructures. The equipment located on a stationary platform or on vessel.

Will the project leave a legacy of infrastructure?
There researches allow to estimate ecological condition of region, in particular, to reveal of surface pollution, including oil products.

PROJECT MANAGEMENT AND STRUCTURE

Is the project a short-term expansion (over the IPY 2007-2008 timeframe) of an existing plan, programme or initiative or is it a new autonomous proposal?

The project is supposed to be carried out within the framework of annual seasonal works in structure 52, and 54 Russian Antarctic expeditions (2006-2008 ??.) and seasonal works on Northern Pole Station. The participation in scientific vessal cruis is possible. It can also be considered as a component "World ocean" program. Also researches will be carried out within the framework of the American project NABOS (Nansen and Amundsen basin observation system)

How will the project be organised and managed?
The works in structure of the Russian Antarctic expedition and in the central Arctic Region will be organized and to control at a national level. The works in the Laptev sea will be carried out in structure of expedition according to the plan of IARC experimental works.

What are the initial plans of the project for addressing the education, outreach and communication issues outlined in the Framework document?
The results of the project will be widely submitted in the reports and publications and can be used in the educational purposes for distribution of the new representations about the climate of polar regions. The students of base faculties Moscow Physical and Technological Institute and Moscow State University will take part in works. The results will be used in lecture courses.

What are the initial plans of the project to address data management issues (as outlined in the Framework document)?
The secured data, after processing and publication of the basic results of researches, will be integrated in the international data base, first of all in The National Snow and Ice Data Center (NSIDC)

How is it proposed to fund the project?
The project is financed from recourses of the budget according to the plan of organization of the Russian Antarctic expeditions and Northern Pole stations, and also for the account national program " World ocean ". Russian foundation basic research support also is planned. The experiment under the project NABOS is financed by NSF.
