NTI proposes to hold a Conference bringing together representatives of Canada’s comprehensive land claim organizations, federal and provincial/territorial governments, universities, and Canadian agencies involved in environmental assessment and monitoring in order to report on: o requirements of land claims and self-government agreements to monitor the ecosystemic, socio-cultural and economic health of the environment in the Canadian polar region, o manner in which these commitments are being met, o what is required to ensure full compliance with the monitoring commitments, and o public policy issues around the interaction between Canada’s land claims obligations to monitor the polar environment and its national and international commitments and treaty obligations.

What significant advance(s) in relation to the IPY themes and targets can be anticipated from this project?
Relying on the holistic approach of the International Polar Year (IPY), the Conference will be able to focus on broad, cross-departmental issues which are not considered under normal circumstances, and involve parties which would not otherwise take part in the same discussions.

What international collaboration is involved in this project?
The Conference organizers will seek the involvement of international partners such as the Sami, Greenland Inuit, and Inuit from Siberia and Alaska.

This pre-proposal has been reviewed and is being submitted by the Canadian Steering Committee (CSC). Ongoing discussions will integrate this pre-proposal into a larger network of related national and international initiatives. The CSC has initially sorted this pre-proposal into: Healthy and Sustainable Communities: Policy and Governance

What are the initial plans of the project for addressing the education, outreach and communication issues outlined in the Framework document?
The Conference organizers will have a vested interest in the widest possible dissemination of the information and views generated. It is envisioned that this will be web based.

How is it proposed to fund the project?
The conference organizers will seek financial sponsorships from federal and territorial governments, land claims organizations and private foundations with an interest in Canadian public policy issues. NTI and its Coalition partners will engage a professional organization such as Consilium (of Ottawa) to manage the logistical and other technical aspects of Conference organization.
