Circumpolar Indigenous Youth Conservation Network (CIYCN)
Outline
To establish a northern Circumpolar Indigenous Youth Conservation Network and forum to better acquaint young indigenous people with global and regional conservation and sustainable use issues relevant to their region and to engage thenm in the dialogue. Products will be a Conservation Guide on international and regional conservation and sustainable use instruments and issues relevant to the region, a Circumpolar Conservation Network and forum for dialogue and information-exchange on conservation issues and instruments that will: encourage and promote and exchange on issues of common conservation concern among young people of the north; focus on a few well-chosen conservation priorities and instruments; tap into the natural enthusiasm, energy, curiosity, questioning, appetite for knowledge and love of dialogue of young people; provide an opportuity to share backgrounds, cultural differences,similarities, and customs as part of the dialogue; capitalise on the affinity of young people for current internet and communications technologies at which they are increasingly adept; link to the broader conservation community and existing global and circumpolar forums and mechanisms for dialogue (inter alia, the Arctic Council and its youth forum), be interesting and challenging for young people and involve them in the design. The project has two Phases: components: a Phase I Feasibility Study to assess ssupport, address challenges, identify potential learning tools and education components and determine the long-term viability, resource needs and home-base of the Network; it will conclude with a Workshop hosted in Russia, to discuss findings and move to Phase II: the Design and Implementation Phase which will consist of Network design, trial implementation and final implementation. The Arctic Indigenous Youth conservation Guide will summarise national, regional and global conseration instruments, issues and decisions affecting the north and will be written for a young audience. A Circumpolar Conservation Guide will be developed as a concurrent activity. Estimated Costs: Guide: $100,000. Phase I Feasibility Study: $375,000. Workshop: $125,000.

What significant advance(s) in relation to the IPY themes and targets can be anticipated from this project?
This will provide a network on conservation - a key component of sustainable develoment. Currently the focus of many activities will be on the social and economic dimensions of SD. This will focus on the conservation component. It will be a learning tool and an opportunity to arm young people with the tools and skills to make informed conservaiton decisions down the line.

Circumpolar Indigenous organisations, World Commission on Protected Areas, global and regional Conventions, the Arctic Council

Geographical location(s) for the proposed field activities:
Circumpolar (primarily IT based). the project will be managed out of Ottawa and Moscow and, as additional proponents come on board, a Nordic base, Nunavut and Alaska.
Approximate timeframe(s) for proposed field activities:

Significant facilities will be required for this project:
Mainly people-power and IT specialists (already in discussions with, for example, New York Museum of Natural History IT specialists). Logistic support. Telecommunications facilities. Conservation and youth experts.
Will the project leave a legacy of infrastructure?
Yes. A functioning IT and learning network potentially linked to, for example, University of the Arctic; University of Calgary; Children and youth initiative of Arctic Council (this will all be determined during feasibility study.

Has the project been "endorsed" at a national or international level?
Still in discussions but there is a signed agreement between Twin Dolphins, Inc. (a consulting firm specialising in Arctic environmental issues) and RAIPON. It has the verbal support of other Arctic indigenous organisations and of programmes such as CAFF.
PROJECT MANAGEMENT AND STRUCTURE
Is the project a short-term expansion (over the IPY 2007-2008 timeframe) of an existing plan, programme or initiative or is it a new autonomous proposal?
New
This is a new joint project between Twin Dolphins, Ottawa and RAIPON (Russian Association of Indigenous People of the North to provide knowledge and tools to young indigenous peoples on Arctic conservation and education global players on young Arctic peoples' conservation issues/concerns.
How will the project be organised and managed?
We have a signed Agreement in place outlining the project and stipulating that funds will be held by Twin Dolphins in a business account with appropirate safeguards. We have developed a joint work plan and terms of reference. Both RAIPON and Twin Dolphins will have a project managers,and dedicated staff and office facilities for the project. There will be financial and project progress reports and reporting and evaluation system put in place as per the requirements of funding agencies.
What are the initial plans of the project for addressing the education, outreach and communication issues outlined in the Framework document?
This has started with public presentations to various Arctic council groups and to global conventions. Once funding is secured, the project will prepare packages for schools and the Conservation Guide. The project itself will involve education, outreach and communication and provide appropriate tools. The Workshop will be a major outreach initiative.
What are the initial plans of the project to address data management issues (as outlined in the Framework document)?
The Feasibility Study will address the IT needs and will be carried out in co-operation with IT specialists.
How is it proposed to fund the project?
through multilateral donor organisations, individual Arctic countries, global sources (we have a list of potential sources and have made initial "overtures" to assess interest.
Is there additional information you wish to provide?
We have been working on the project proposal for several months now and to date, there seems to be considerable support for the concept which now has to be translated into tangible support. the World commission on Protected Areas (Arctic Task Force) is expected to be a partner.
