Outline
For the development of the theoretical models of interaction between the atmosphere and the underlying surface, a purposeful collection of experimental data is necessary. Such experiments allow preparing information required for the consideration of the vortex dynamics and energy in the sub-polar area to which, in particular, the Antarctic peninsula region belongs. It is interesting because it is located near the Antarctic convergence zone and is characterized by the intensified energy exchange processes, especially in the summertime at a significant solar energy influx.Besides this region is the indicator of climate global changes. The project includes the all-round analysis meteorological and hydrological data, received on the Russian Antarctic Bellingshausen station and at the Ukrainian Antarctic Academic Vernadsky station, and also at other stations of the Antarctic peninsula. The basic purpose of the project - investigation of interannual variations of the meteorological characteristics on the Antarctic peninsula with typical temporary scale till 10 years and establishment of qualitative and quantitative connections of these variations with variability of hydrometeorological parameters in tropical and subtropical zones and ice conditions. The experiment with simultaneous measurement of atmospheric balance characteristics in the summer period on Bellingshausen and Academic Vernadsky stations is planned.

What significant advance(s) in relation to the IPY themes and targets can be anticipated from this project?
Reception of the specified temporary characteristics of seasonal, interannual and more low-frequency variability of the meteorological characteristics on the Antarctic peninsula; research of the characteristics spatially - temporary variability of ice conditions in western Antarctic Region; the investigation of appearances of interannual variability in hydrometeorological fields of the Antarctic peninsula; formulation of the circuit interregional energy exchanges for different parts of the Antarctic peninsula; revealing of the reasons observable positive trend of air temperature on the Antarctic peninsula.

What international collaboration is involved in this project?
Cooperation with Ukrainian Antarctic Center; cooperation with Marine Hydrophysical Institute (Ukraine ) and with INACH (Chili).

PROJECT MANAGEMENT AND STRUCTURE

Is the project a short-term expansion (over the IPY 2007-2008 timeframe) of an existing plan, programme or initiative or is it a new autonomous proposal?

The project is part of national "World ocean" program, and also National Ukrainian Antarctic program. The experimental works are carried out in structure of annual seasonal works on Bellingshausen and Academic Vernadsky stations.

How will the project be organised and managed?
For realization of this project the international and national data bases will be used. For the characteristic annual and interannual variability of fields of temperature will be used air temperature data at the Antarctic polar stations The British Antarctic Survey (BAS). Besides in work are used data of data base of Climatology Interdisciplinary Data Collection (CIDC).For the analysis of ocean surface temperature the archive AVHRR Ocean Pathfinder Data JPL NOAA/NASA is used. Besides the results of atmospheric e measurements which have been carried out at Bellingshausen and Academic Vernadsky stations are used.The experimental works will be carried out in structure of seasonal works of Russian Antarctic expedition and Ukrainian Antarctic expedition.

What are the initial plans of the project for addressing the education, outreach and communication issues outlined in the Framework document?
The results of the project will be widely submitted in the reports and publications and can be used in the educational purposes for distribution of the new representations about the climate of polar regions. The students of base faculties Moscow Physical and Technological Institute and Moscow State University will take part in works. The results will be used in lecture courses.

What are the initial plans of the project to address data management issues (as outlined in the Framework document)?
The secured data, after processing and publication of the basic results of researches, will be integrated in the international databases.

How is it proposed to fund the project?
The project is financed from resource of the national budget according to the plan of organization of the Russian and Ukrainian Antarctic expeditions, and also for the account program "World ocean". Russian foundation basic research support also is planned.
