Outline
The arctic (circumpolar) type of culture is conditioned by similarity of history of indigenous Northern peoples, similarity of their social structure, way of life and economical-cultural type. The circumpolar culture combined original ethnic cultures of indigenous Northern peoples and other ethnic groups, which boundedly joined it. It all contributed to many-sided interaction and interference. During the last century the culture of minority Northern peoples was harmed by sharply changing social-economic and political conditions. Today we face a real danger of irreparable loss of many of the components of material and spiritual culture. Changing of cultural orientations of younger generation of indigenous population under the influence of the Western culture makes intensive fixing and studying Northern cultures very urgent today. It is also needed to awake ethnic self-consciousness and aspiration for cultural revival of the Northern peoples. The project is an attempt to describe and to analyze the processes of ethno-cultural development and interaction of the Northern peoples. The executers suggest new methodological approaches for uncovering components of spiritual culture of the Northern nations; aspects of culture of Northern peoples unlit before will be studied, new material will be presented, which will enrich empiric knowledge about culture of the Northern peoples. The purpose of the project is to cultures of the minority Northern peoples in the context of their interference and interaction, in the process of historic evolution and intercultural contacts. The project includes a complex of research on ethno-cultural, spiritual and cultural development of the Northern nations. What significant advance(s) in relation to the IPY themes and targets can be anticipated from this project?
Realization of the given purpose assumes revealing the new data about ethnogenesis and ethnic history of North aboriginal peoples, the analysis of a modern condition and safety of cultures of peoples of Arctic regions in material and spiritual spheres, studying of outlook and culture of ability to live and illumination of the unexplored or insufficiently studied components of a spiritual heritage of the most ancient natives of the North, reconstruction of elements of material culture of North aboriginal peoples, definition of the factor of self-management in ability to live of in sociopolitical aspect, revealing of a role of educational processes in revitalization traditional cultures of small ethnoses.

What international collaboration is involved in this project?
'We plan to co-operate with science centres of Arctic territories (University of Arctic, the National center of scientific researches of University Sorbonny, the Parisian Center of the Siberian researches of Institute of Slavic studies, Plank Institute of social anthropology , Scott Institute of polar researches the Cambridge University, others).

Significant facilities will be required for this project:
For carrying out of expedition will be necessary: - Services of helicopter MI-8, plane AN-26 and ?N-2, boats, motor boats, vehicles, snowmobiles "Buran"; - Purchase of the satellite equipment of communication, portable computers, digital audio, video, photoequipments, tents, sleeping bags, overalls, other stock.

Will the project leave a legacy of infrastructure?
Scientific results of expedition will be generalized and published, archeologic and ethnographic materials will be transferred for updating collections of local museums, a copy of audio, video and photographic materials will be necessarily submitted to the local communities, the received materials and the recommendations made on their basis can be useful to local authorities, the population, establishments of culture and formation.

How is it envisaged that the required logistic support will be secured?

Delivery up to a place of research - flights of the company " Yakut airlines " / " Polar airlines " up to the regional centers, the order of special air-/helicopter flight of local airlines up to settlements, rent of private vehicles up to industrial sites and trade bases; The equipment, the equipment and stock can be got in the specialized shops of of Yakutsk.

Has the project been "endorsed" at a national or international level?
'The project can be maintained by Department on affairs of peoples at the Government Republics Saha (Yakutia), administrations of areas and settlements, public organizations - Russian Association of indigenous peoples of the North (RAIPON), Association of aboriginal peoples of the North of Yakutia, Chukchi, Even, Yukaghir Associations, Council of Yukaghir elders, the international organizations - the International working group on indigenous affairs (IWGIA)


PROJECT MANAGEMENT AND STRUCTURE

Is the project a short-term expansion (over the IPY 2007-2008 timeframe) of an existing plan, programme or initiative or is it a new autonomous proposal?

The given project is a continuation of work above the project under the same name of creative collective of sector of history, ethnography and archeology Institute of north indigenous peoples the Siberian Branch of the Russian Academy of Science (Yakutsk), being a component of the Program of basic researches of Presidium of the Russian Academy of Science " Ethnocultural interaction in Eurasia ", which realize in 2003-2005.

How will the project be organised and managed?
Realization of the project will pass to 3 stages: 1 stage - preparatory: development of the plan-program of expedition, carrying out of organizational actions, gathering and the analysis of existing materials on researched problems, definition of the basic priorities, purchase of air tickets, equipments, the equipment and stock, the conclusion of contracts, an establishment of communication with local authorities. 2 stage - forwarding: questioning, interviewing, gathering and the analysis of the data; carrying out of archeologic and ethnologic researches; search and gathering of ethnographic, folklore, linguistic and other data; an audio-video shooting. 3 stage - finishing: processing and the analysis of the collected material, preparation of the report, recommendations.

What are the initial plans of the project for addressing the education, outreach and communication issues outlined in the Framework document?
Meetings with the population, carrying out of thematic lectures, conversations, acquaintance with legal certificates, normative documents on various questions of ability to live of local population, rendering of the consulting help of authority and to establishments of culture are planned, in educational establishments lessons will be lead, class hours, teachers and pupils will be involved in search and research work of the expedition, the collected archeologic and ethnographic materials will be transferred for updating funds of local museums, final materials, copies of audio, video and photographic materials, recommendations, etc. will be sent in all settlements of work of expedition.

What are the initial plans of the project to address data management issues (as outlined in the Framework document)?

How is it proposed to fund the project?
The basic financing of the project is supposed due to means of organizing committee on carrying out IPY, it is possible co-financing from means of Department on affairs of peoples at the Government of Republic Sakha (Yakutia) for payment of purchase of a part of the equipment and Institute of problems of North indigenous peoplesof the Siberian Branch of the Russian Academy of Science for payment of a part of wages and travelling and living expenses, attraction of sponsor's means for purchase of food stuffs is possible.

Is there additional information you wish to provide?
'New materials will be entered into a science on culture and histories of aboriginal peoples of the North, including the newest period of history. Special interest will be presented with materials on evens and yukaghirs, to an ethnic group of Russian Arctic old residents of Russkoye Ustie and Pokhodsk. The project will be carried out by the executors who have saved up a theoretical and empirical material, for a long time, by well familiar cultural realities and a modern situation of investigated ethnic groups. In the project it is planned to capture some ethnic groups of the North on which there are the experts knowing language and possessing corresponding qualification. On the planned circle of questions master's theses are protected, monographies and scientific articles are published. The prospective scientific report under the project will be interesting and useful to employees of the structures forming a regional policy, the public and state bodies working in sphere of a national and cultural policy.
