CANADA #118: Health Impact Assessment – ‘Boom/Bust’ Development in Northern regions  

Outline
Project goal: Determine longer-term health impact of large temporary development projects such as Canada Winter Games in small northern communities. Project Description/Background: Based on Health Canada’s Determinants of Health (see appendix one), this project would test whether and how large temporary development projects impact the overall health of small northern regions that experience them; and attempt to answer the question as to whether the economic benefit of such developments outweigh the cost (if one is shown) to overall community health. The study would include a control community that has not experienced large temporary developments; and use the community of Whitehorse, Yukon as its main focus of research –looking at community health pre-, during, and post-Canada Winter Games 2007. There is the possibility of collaboration with Yukon College to engage students as research assistants during the period of time that the College will be closed due to the actual Canada Games event.

What significant advance(s) in relation to the IPY themes and targets can be anticipated from this project?
Directly addresses them 2 and 6 – by studying the longer term impacts of temporary resource boom/bust cycles on human communities in northern regions, in this case caused by a large special event. This work, however is also applicable to the case of boom/bust mining or other industries in northern regions, resulting in a constant state of change that is not necessarily experienced in southern regions, or experienced differently in the North.

What international collaboration is involved in this project?
There are a number of circumpolar organizations that meet in various locations in the circumpolar north – work proposed in Canada would inform other circumpolar regions, and from there it can be discerned whether there are organizations in other countries who would collaborate to do similar research in their geographic areas, in order to compare and contrast northern issues across different cultures

Ongoing discussions will integrate this pre-proposal into a larger network of related national and international initiatives.
